Regulation ECE104 is the European regulation which sets the minimum requirements for retroreflective marketing tapes for vehicles which are typically used for transportation of goods. Reflexite is one of the world’s leading producers of ECE104 approved safety tapes, and we know from experience that there are many questions regarding this new regulation and what exactly needs to be done by the fleets.
By June 2011 in
ALL countries in Europe it will be required
to have the approved reflective safety
markings for all new vehicles within the
categories N2+N3+O3+O4. THEY CAN HOWEVER
DECIDE TO DO IT EVEN BEFORE THIS DATE.
Already mandated in the following countries:
1998
South Africa (mandated for all goods
vehicles > 10t)
2000
Belgium (mandated for all
exceptional transport vehicles)
2001
Holland (mandated for all vehicles >
22 meters in length
2005
Italy (mandated for all goods
vehicles > 3.5t)
2006
Romania (mandated for all goods
vehicles > 7.5t)
2009
Ireland (mandated as an either/or
option alongside the traditional
Irish chevron markings)

If you ask for a new partial type
approval for ECE countries it
must now be R.48-03 (i.e. with
reflective safety markings approved
to ECE104)
2008
July
If you ask for a new partial type
approval for EU countries,
it must now be R.48-03 (i.e. with
reflective safety markings approved
to ECE104)
2009
January
IRELAND - (mandated as an either/or
option alongside the traditional
Irish chevron markings)
April
Now possible to get a ECWVTA
October
Countries may start to refuse the
old R.48 approvals (i.e.without the
reflective markings)
2011
June
Only vehicles with an ECWVTA (i.e.
incl ECE104 markings) can be
registered in Europe. This means
that all new European approvals will
have to have ECE104 markings,
regardless of where they are
produced.
